Abstract           Published in conjunction with a recent 
                   symposium on disaster preparedness for 
                   information managers, March 7-8, 1985 this 
                   handbook is intended to heighten awareness 
                   about and to assist archives, libraries and 
                   record centers in disaster contingency 
                   planning.  It discusses methods of preventing 
                   disasters and, should one occur, ways of 
                   containing and minimizing it through advance 
                   planning. It outlines action to be taken when 
                   disaster strikes, salvage operations, the 
                   rehabilitation of salvaged materials, 
                   fumigation and sterilization, and the 
                   completion of the recovery operation. 
                   Extensive appendices list human resources, 
                   suppliers of emergency facilities, services, 
                   and materials, etc. [Abstractor's note: This 
                   is the first handbook specifically intended 
                   for the Canadian situation.]

Title              The Corning flood: Museum under water 
Abstract           Concentrates on the salvage of the Corning 
                   Museum library materials that were water 
                   soaked and covered with debris by the 1972 
                   Hurricane Agnes flood. There are also two 
                   sections on restoration of the glass 
                   collections. Research was undertaken on the 
                   best means to dry out and sterilize the 
                   library collections, which included books and 
                   periodicals, photographs and negatives, 
                   archives, audiotapes, and rare volumes. The 
                   thousands of items had been frozen as the 
                   museum was cleaned up; they were dried out by 
                   traditional interleaving,by dielectric drying,
                   and by freeze-thaw vacuum drying. 
                   Sterilization was in a vacuum chamber with 
                   ethylene oxide.

Abstract           Introduction covers general care, handling, 
                   and storage techniques. Introductory chapter 
                   presents a history of the preservation 
                   movement, discusses the effects of library 
                   design on its contents, and emphasizes the 
                   need for establishing a disaster prevention 
                   and preparedness plan. Individual chapters 
                   treat paper, books and bindings, photographs, 
                   slides, microforms, motion picture film, 
                   videotape, videodiscs, sound recordings, and 
                   the storage of computerized information. The 
                   chapters on non-traditional materials focus on
                   the technology of the formats: the production 
                   process,chemical deterioration, optimal 
                   storage conditions, and specific care and 
                   handling needs.

Abstract           Arson damage to the collections of the Los 
                   Angeles Public Library, April 29, 1986, is 
                   reported. Volunteers, under the direction of 
                   Document Reprocessors of San Francisco, 
                   removed a million salvageable volumes from the
                   premises in a little over three days (80 
                   hours), wet books being placed at once in 
                   commercial freezers and dry books stored at 
                   the Los Angeles Convention Center. Firemen 
                   responding to the blaze took precautions of 
                   covering stack ranges with plastic sheeting to
                   protect whatever materials they could from 
                   water cascading down from  the upper floors. 
                   Volunteer assistance has been available from 
                   local corporations and government agencies. 
                   The library was not equipped with sprinkler 
                   systems and the alarm system was not directly 
                   tied into an emergency number system.

Abstract           The article describes emergency measures used 
                   in dealing with water damaged documents and 
                   albumin prints, including getting documents 
                   frozen immediately to minimize running of ink,
                   and problems encountered in later transfer to 
                   freeze-dry facilities. Albumin prints were not
                   frozen since this would damage them. 
                   Materials, equipment and sources found to be 
                   useful are described. They used disaster 
                   planning information from the Library Science 
                   Courses in Conservation of Library Materials 
                   given by the Northeast Document Conservation 
                   Center and the disaster plan for the 
                   Longfellow NHS. Garry Albright and Janet Stone
                   were involved. See 17351 for an evaluation of 
                   postflood handling and  vaccuum freeze drying 
                   of these objects.

Abstract           In December 1981, the Economics Department 
                   Building at the University of Michigan 
                   suffered an arsonist's attack. The fire was 
                   extinguished with huge quantities of water 
                   which flooded the building. A salvage team was
                   faced with wet, dirty books and paper 
                   deposited layer upon layer in the basement. 
                   Because there was so much material, a decision
                   was made to throw out replaceable items, make 
                   copies where possible, and restore as few 
                   items as possible. However, due to the 
                   imminent collapse of the building, all 
                   materials were removed and vacuum dried before
                   any sorting and discarding took place. See

                   disaster planning.

                   processes are said to offer great potential to

                   true value of this mass drying operation for a

Abstract           The occurrence of fungal mycelia on fescoes in
                   churches in Florence was investigated both 
                   before and after the severe floods of November
                   1966, The distribution of mycelia was studied 
                   by placing a small piece of adhesive tape on 
                   the surface, removing it and examining it 
                   under the microscope. Mycelial filaments were 
                   spread on the surface and connected to 
                   particles of pigment. Species of fungi were 
                   identified by standard cultural tests. Before 
                   the floods, fungal growth, particularly of 
                   Penicillium, Mucor and Stemphylium were 
                   present; after the floods, fungal growth, 
                   particularly of Penicillium and to a lesser 
                   extent of Mucor and Aspergillus, increased 
                   considerably. A fungicidal deravation of 
                   nystation in water (concentration 10-100 
                   g/ml), followed by ammonium carbonate 
                   solution, gave excellent results.

Abstract           In January of 1979, a large collection of rare
                   old books at Oxford University was soaked by 
                   water from a burst pipe. The 200 books most 
                   affected were stored frozen. Tests at Havwell 
                   produced the most suitable drying 
                   technique--to dry them fifty at a time in a 
                   vacuum chamber on shelves, with Silica Gel 
                   (dessicant) and thymol at 745 mm Hg. The 
                   drying time was found to be proportional to 
                   its volume divided by its surface area; the 
                   largest book dried in a few days without any 
                   damage other than that caused by the initial 
                   soaking. After drying, the pages were not 
                   fragile and the books could be handled without
                   risk.

Abstract           The history and the geography and climate of 
                   the flooded area are discussed. Since 1333, 
                   there has been a moderate flood every 24 
                   years, a major flood every 26 years, and a 
                   massive flood every 100 years. The bed of the 
                   Arno is still filled with the debris of the 
                   1966 flood and has never been dredged. No 
                   money has been appropriated for reforestation,
                   for the construction of water impoundments, 
                   for dredging the Arno or caring for the land 
                   as has been recommended throughout the history
                   of the area. "Those who cannot remember the 
                   past are condemned to repeat it."

                   begun prior to it. The flood brought 
                   conservation to public attention at a time 
                   when funds were available to exploit that 
                   attention, with the result that progess was 
                   accelerated rather than a new direction being 
                   taken.
